400 TA

my farmall 400 has been sheded for 5 years and i got it running again and when i put it in low side of TA it acts like it wants to go but it is trying to move it works good on high side. this is the first farmall i have owned so i am not up on how the ta works I wonder if it is from setting for those years the guy said it worked when he parked it. but who really knows for sure.any info would be appreciated lrry
