1066 DT414 Rocker Arms

Just put a new injection pump, injectors, valve job in, and a couple of the rocker arms were not oiling on the top, so I replaced the shaft and put all new rocker arms, and some of them are still not oiling on the top of the arms. Oil pressure shows approx. 55 at approx 1200 rpms. The rockers are pouring oil out around the shafts, but just not out the hole on top. What else is there to do? Thanks, Brad
