Yep, its just that grub screw holding that hub to the axle shaft, bet it still takes some getting off. Looks like someone has made an adaptor hub to take those bolt on wheels. If you are reverting back to original type wheels you may be as quick to run a disc cutter straght trough the hub along the key way and split them, then open them out with a chisel in the slot you have made.
