IH 574 with Allied loader - hydraulics

The loader arms continually drift upwards. I cannot seem to find a neutral position on the control valve (used to have one.) Also, at times, there is no downward pressure. Response times vary, sometimes responds quickly, other times it is very slow. Bucket tilt works, however it experiences the same issues with response time. These issues occur in all weather conditions. Any suggestions on what to look for? Thank you...
