Some engines definetly need cam bearings line bored upon installation, however the H normally should not. If the installation tool fits properly it is slightly larger than the cam shaft journal so when bushing is in place cam will have clearance. I installed a set in my own H two years ago, used a universal Snap on installation tool and had a heck of a time getting that cam freed up. When I did get it to turn decent I ran it with an electric drill to make sure, don't want to spin a cam bushing.
