When I got my F14, there was no pulley, or cover over the shaft, leading me to believe someone had removed it. I suspect the reason it was removed (beyond the obvious fact that they didn't do belt work) is that it's positioned periously close to the foot rest, and runs anytime the clutch is engaged. The "shield" that covers it is pretty minimal. I bet it got to be a real PITA stickin' yer foot into it all the time. Just a guess...
