cranking W4

I am trying to crank a W4 with magneto. New points and condenser, rebuilt carb. Timing is right, followed all the procedures, when #1 comes to top,the marks on pulley are at 35' btdc. Carb may have stuck float because I get leakage around 45' adj. after cranking and cranking I have only had two cherry bomb type explosions out the exhaust pipe. Any suggestions?
