Mark,
My 400 does that when it is cold. I think it is cavatation in the pump or drawing air someware around the seals.I let it warm up slowly with the steering wheel at full lock 2-3 minutes (slow throttle) and it goes away. I have even removed the "screen" in thr resevoir(sp) but it didn't help, so I have learned to live with it over the years.
