Doesn't sound good, but it might be a relatively easy fix. Take a real close look(it might help to drain out what antifreeze is left and blow everything real dry and refill with water to get a good handle on exactly where the water is coming down from). Worst case is that the block, frozen or not, may have cracked across the bridge(s) between the sleeve(s). That's gonna call for some clever welding, though I've read a thread here recently where guys have fixed some minor cracks with silicone or other sealers. By all means check that out. The better case, and I sure hope this is the one, is what Old Dutch suggests--that for whatever reason the O-rings aren't sealing up well. You can try taking the rods off the crank and liftings each sleeve, soaping up the bottom part and reinstalling, but the better bet is to clean out the grooves real well, put in new O-rings and soap the sleeves before reinstalling them and putting things back together. A lot of work but low on parts cost (gaskets top and bottom and O-rings, maybe hoses). If the motor has been recently rebuilt as you think it might, that ought to do it. If the motor does need rebuilding, there's be no better time than when you have it that far apart anyway. Good luck and let us know how you make out!
