warm it up then take a compression test follow the correct procedure to get a good reading might not hurt to change oil and filter drop pan and see how much crud is in there this will tell alot about the engine why worry about charging if the motor is shot check your spring in the gov assy might be why wont pull up the hill get a manual and also set the linkage proper lots of things could be wrong that are simple fix and cheap
