Doug, You say that the shifting rails are all lined up (Meaning the notches are all lined up) but are they lined up in the forward, middle, or rear position? Centered is where you want them which when looking down directly into the center of the shifter hole you see the notches. Try a large flatblade screw driver and move the rails one at a time forward and back leaving them in the center position. Do each one and leave it in the center. Remember, water is heavier than oil and if there IS water in the rearend, it may be frozen under the gear lube and locking up the bull gears. I had an H one time in southern MN. that got locked in two gears and had a loader with 6 ft. snow bucket full of snow and in the air when it happened. It was about -30F with a 30 knot wind so I know its not pleasant out there working on your 400. Good luck.//FB
