Did this tractor just begin having these symptoms after the weather got below freezing? If so i would guess that there is water in the transmission that is froze. If you can remove the drain plug out see if any oil comes out. If not it is froze up. Then you either must wait for warmer weather or get in the heat. My brother had a 400 that did the same thing last year and we are located in central illinois.
