300 vs M

I'm a little confused, it seems to be the general consensus that the 300 replaced the H and takes a back seat to the M when it comes to power, however, although the M has larger cid than the 300, the 300 put it to shame in the Nebraska tractor test, it developed more horsepower, it pulled more weight and is heavier, why is it considered to have less power?
