Throttle Linkage

Hi, guys...... On my 44A, throttle linkage, right at the governor lever, there are 2 springs. One is about an inch long the other about 2 inches long. The springs are on either side of the lever at the governor. I think the short one goes on closest to front of tractor and the other 2in. toward rear. I am still having high engine rpm problems that I can't seem to clear. I'll tell you it sure goes great in fourth gear , top speed, but the engine will rev up like the devil once you press the clutch.
