If you get oil dripping out when you open the upper, you're full, and if you get oil dripping out the lower, you're okay. No oil out the lower is Not Good. The two levels were important when the old girls ran on kero or distillate, which tends to dilute the oil. After a long day they'd drain oil until it quit coming out the lower petcock, then top it off with fresh oil to the top petcock. BTW, the oil goes in the large winged cap just forward of the magneto, drains down throught the timing gears into the crankcase.
