The 606 is fairly rare/ I suspect that is why you haven't gotten any answers yet. The last one I seen at auction brought about 2800 bucks. It was a bit rough but ran great and had new rubber all around. No loader though.
I would make a lower offer than that since it hasn't and may not run. I am sure the 606 is like most every other IH tractor and probably a good one if in good shape.
