Icing shouldn't cause a running problem since it is just on the outside of the carb. If you get a running problem in cold weather it is because the gasoline is not vaporising and needs warmed air to go into the carb along with some extra manifold heat. some kind of shroud around the manifold and then feeding the warmed air to the air cleaner will help out some.shrouding the whole exhaust and intake manifold will also help. I noticed something a while back on my F-12. The air intake from the air cleaner acually runs through the top tank of the radiator!It must do that to help warm the air so it will run on kerosene better.
