I have never worked on an F-14 tractor, but have had simular experiences with governors on other IH tractors. Check to see if the weights/flyballs are able to move freely. If they don't, a fairly cheap and easy fix is to get a can of WD-40 and spray the shaft and weights. Let it soak and spray it some more and it shouldn't take too many times before the governor starts to working properly. This is something that is almost common on Farmall H's and M's that are not used on a very regular basis. I have had to do this a few times and it worked for me. It would also be a good idea to change the engine oil and filter soon after completing this.
