Here's my system for removing bolts that are rusted into the holes. Once you get the nuts off, get some heavy duty penetrant and soak things good. Then screw a nut halfway onto the end of the bolt. Screw another bolt into the other side of the nut. Now use a few hard blows from a 1 or two pound hammer. Has always worked for me.
