After we painted our H, we had troulbe with it stopping for no apparent reason. After it sat for a minute it would start and run fine. One day while I was mowing, it started to stop and I reached up and opened to gas cap. It picked up right away. I checked the gas cap and found that the vent hole was covered with paint. I opened the hole and the tractor hasn't stopped since. So I would say you need the vent hole.
