If I understand you correctly, you are talking about the brake band lever. That should pull out by hand. It rides in a blind hole. You might try some PB Blaster, Kroil or the like. Let it sit a while. Then, put some Vise Grips on it and try to twist it out. If that doesn't work try heading the casting around it with a oxy/ace torch.
