I agree, it won't be the pump. That is up forward, below and ahead of the distributor. There above the starter is where the manifold joins the Touch COntrol unit. It's possible someone at sometime arced the hot post on the starter over to the manifold, and that could be what's giving that burned appearance. If everything is dry there, I wouldn't worry. In addition to the regular capscrews that hold the manifold to the TC unit, there are two or three screws (countersunk hex-head) in that casting. If one or more of them is missing or backed out, you'll get seeping, dust, crud . . . You're on the right track, but I'd clean the whole area up real well and get things tight first. If you wind up needing that manifold, They're around but kinda precious.
