IH offered a 9 x 42" tire on the 686 & Hydro 86 Hi-Clears the last year or so them made them. I think the rim was a 7X42 and bolted to the standard cast wheel center(that Your 14X38 Dbl Bevel rims should go on). They had 8 triangular shaped plates welded to the inside of the rim that bolted up solid to the cast center. Proably makes the most sense to do that than to try to modify the clamps. I wouldn't weld on the rims if the tires/tubes are mounted. If there's no tubes in the tires, Tubeless 15.5's were common, take the valvecore out before You weld.
