300 Utility hydraulics

I have a 300 Utility with loader. The hydraulics are slow to raise, and dependant on engine speed. The loader also creeps, there are no leaks, and the seals in the cylinders are new. The tractor has three spool valves, and the rearmost control, for the two point, has a cubic yard or so of concrete hanging on it. That control seems to creep much less than the others, which handle the loader. Because of that, I'm thinking I should probably look at the spool valves first. Does this sound like a reasonable approach? Does the pump sound like it's worn out, or are there some things that should be checked first? It doesn't get hot, and makes no unusual noises. Would appreciate hearing from anyone with some experience in this area. Thanks in advance.
