You cantry to clean the threads and installing a new pipe nipple might help. The easiest is to weld the pipe to the manifold. Clean the area real good with a grinder. Run the tractor to get everything good and hot. Weld with a nickle rod designed for cast iron and start the engine to help it cool down slowly. New manifolds are readily available and the old ones do wear (rust) out so you are not losing much by welding the pipe in, and it will last a very long time. Use an anti-sieze compound on the pipe to muffler joint to make muffler removal easier.
