Do you know if the engine is free? If its free chances are you only need to get the valves working. It looks like you may have to pull the head to get the valves loose. If you pull the head you should look over the valves and maybe clean up the seats. You may have to get some corrosion off of the valve stems. It wouldn't hurt to have the head looked at by an engine shop so that when you put it back on it won't leak at the gasket.
