You say "new carb", but was it set up properly? I don't think it's safe to assume you can take a new or rebuilt carb out of the box, bolt it on and expect it to be right on. Check the float level, fuel inlet needle and seat, and mixture screws.

Did you put new plug wires on? Are they compatible with a magneto, or are they generic wires designed for a distributor or electronic ignition?

Have you tried going one range hotter on the plugs?

Was the mag checked out when the engine was rebuilt?
