I had a similar problem on my 350. It turned out to be simple. There should be a switch to make the valve single or double acting, and it is located on the back side of the valve housing. It looks like a cotter pin that can be rotated to either of two positions. Mine was stuck in the middle and it did just what you have described. Check the valve and see if you can find it. Hopefully by moving it to one or the other of the positions you will solve your problem. Good luck.
