Charlie - There's a band brake controlled planetary gearset inside the PTO housing that spins even when the PTO lever is disengaged. The seasonal disconnect clutch is a dog clutch to shut the whole business off for when running the tractor on non-PTO work. Saves unnecessary wear on the PTO clutch mechanism I guess - and probably saves a bit of gas too.
