Yes, there is a seal. If bearings are good and shaft does not have play in it, easy to fix. Go to Case/IH dealer and get a new seal. You can also probably get one at NAPA. The new seal will not be like the old one, which was leather and had two or three seals in it plus a felt washer. The new one will just be a single lip seal. I'm not real familiar with the B, but I don't think it has a separate seal holder that you can take off. So getting the old seal out without taking the PTO assembly off may be a bit of a chore. Maybe someone else can give you info on how to do that.
