Jeff, use an accurate voltmeter and measure voltage across the battery with the motor off, it should be about 12.6 volts. Start the motor and run it at about 1/2 throttle, then check battery voltage again, it should be about 13.2 to 14.5 volts if it is charging. If voltage does not increase with the motor running at 1/2 throttle, it's not charging.
