Glen, two things come to mind to check out for the way you describe your H's behavior. The carb could be putting too much fuel into the system on the low idle..this would explain why it seems fine under load at higher speed. The second thing is to check and make sure the manifold isn't sucking in air. This is easy to test with an acetylene torch or a propane torch...let the tractor run at the speed it seems to sputter and miss at..turn the propane or acetylene on and run the nozzle of the torch around your manifold...if it smooths out when you get close with the gas then its sucking air and you have a bad gasket or a crack in your manifold..which will cause the symptoms you have described....I have an H that has done the same thing and even though the carb has been rebuilt it needs to be looked at again for low speed idle...good luck from Mike in Exeter Ontario.
