It is kind of hard to tell by the picture, but the deposits don't look oily to me. If it is black and "fluffy" in appearance, I would lean towards the mixture being too rich. I would try adjusting the carb...10 years old on a carb isn't really "old". I have re-build carbs that I doubt had ever been worked on in 50 years. It is also possible your needle valve is not seating properly and letting excess gas into the carb with no other problems. That is a common Cub problem and it is hard to adjust a carb properly in this situation or if the float level isn't right. BB
