Mark, I have seen some 966's and 1066's with separate regulators. I don't know why IH did this. Our farmall 544 diesel had the same type with that black box type regulator under the fuel tank. We went with the Alt. W/ internal regulater when we started having problems with that black box. The alternaters almost look identical. You probably have the built in on though and there is probably something simple wrong. This was just my two cents worth. Good Luck troubleshooting!
