Either the float is set too high, or the needle valve/seat is bad and letting gas leak through. If the tractors run ok, I would suspect bad needle valves, since the float being high would tend to cause flooding. Don't know much about F-20s, but I suppose you can get kits to rebuild the carbs. These carbs are real simple and anyone with basic mechanical knowledge can do it.
