I had this same problem with my 460. I believe they have the same setup with a TeleDepth control. The problem turned out to be in the TeleDepth control. If you take the front cover of the valve assembly (the one on the left) you will find 3 bevel gears that control the depth of the hitch. On mine the gear on the right had the roll pin come out so it was spinning on the shaft and not activating the valve. These gears have to be timed. The service manual doesn't give you much in the way of timing them. It was a trial and error thing to get them timed so it wouldn't either go all the way up or all the down. I spent the better part of a Sunday afternoon playing with mine. Good Luck. Stan
