There are two thing to check , one is the gears in the control valve the other is the posision control rod that run down the left side of the tractor from the rockshaft arm up to linkage that goes to the fast hitch control valve. you could have a sheard roll pin at the rockshaft or striped gears in the control valve or just rusteded up linkage and it has it held in the up posision.
