IH 140 Hydraulics

The hydraulic (rear) lift on my IH 140 tractor is experiencing difficulty staying or setting at the desired position when raising rear impliments. The lift reveals an up and down motion while trying to stabolize or set itself. Please advise on the cause of this problem. Is it major and what should be done to correct it??
