The adjusting screw that points upward at an angle toward the rear of the tractor adjusts the fuel mixture at slow idling speed. On the side of the carburetor toward the engine, there is a screw on the throttle butterfly actuating lever that controls the speed of the slow idle. High speed mixture is not adjustable on the IH carburetor of the Cub. The high speed jet is the brass hex nut on the side of the carburetor near the bottom. Clean it with out damaging the polish of the holes in the jet.
