I think your right both ways....on my f-20 it had the whole wheel painted silver when i bought so that's how i repainted it......friend of mine has one also and his is painted two tone ....rim is silver and center is red.....his is most likely the way they were paint cause he's in his 70's and pride's himself on getting everything right on!!!!...good luck
