On my 400 I just had a machine shop put a bushing in the clutch pedal to take up the play. If you decide to go ahead and weld the shaft, it should come out of the tractor just fine, there is nothing inside attached. The only thing is that it might hit the tire or wheel, which would not allow it to come completley out without having to move the wheel farther out on the axel.
