Looking at my parts manual for the C. The PTO and the belt pulley run from gears that mesh with two separate gears on the same shaft. If the pulley is running and the PTO is not, then it must be that something happened to the gear system that drives the PTO. Maybe the gear came loose from the shaft (it's Keyed to the shaft, or maybe the bearing is worn and let the shaft slide in or out so the gears don't mesh. IIt looks to me to fix anything in there, you are going to have to take the complete PTO housing off. The belt pulley housing has to come off first, but doesn't appear you will be able to see much regards the PTO when you get it off.
