International I-460 utility

I have just returned from an auction (in south central Iowa) where there was an International I-460 Utility tractor which sold for $2300.

The tractor was rough, gas, had fast hitch, had TA (unknown as to whether it worked), had poor 14.9x28 rear tires on rusted rims, sheet metal was either straight or repairable, gauges didn't work, it supposedly had a weak clutch, and showed sn I-6650 or 16650. It was grease covered and dirty, but did start. There was also a fh blade and an old Woods pull type cutter. The blade was about $30-40 and the cutter was about $300.

Was this tractor a "shoulda bid" or not?
