I would go with the factory spec .020 on the points. the .013 is correct for magneto equipped tractors. The 52 should have battery ignition therefor .020 Yes...if you put the distributor on in a different location, you could and probably are way off on your static timing. I would fix the wires and try it...if it starts, you can probably adjust it from there. There are probably several ways to skin this cat, but I would start by pulling plug on #1 and put your finger over the hole and turn the engine over by hand until you have compression blowing past your finger. Then find the timing mark on the front flywheel. Line up the metal pointer on the side with the timeing mark. This should be TDC on #1. Pull off the distributor cap and check the location of the rotor. If it isn't close to 10 o'clock, you will have to remove the distributor and turn the rotor to the 10'oclock position and re-install. Then, Loosen the distributor so you can rotate it. Take the #1 plug and connect it to the wire and ground it against the block. With the ignition on, rotate the distributor until the plug fires. In theory, the plug will be firing with the #1 piston at the TDC location. Tighten up the distributor and go for a ride. If you can't find the timing mark on the front crankshaft pully, there is another way to do it, but it involves taking off the hood. Let me know and I'll try to help you through that...BB.
