Try soaking it in penetrating oil. Lots of guys on this site have given advice about the right kind to use, but I'd use whatever you think is best.

That wheel is splined so after you get the nut off you will have to use a gear puller to get the wheel off. When you do that be careful not to tap too hard on the shaft because it runs right down into the power steering unit and you can push the plug out the bottom of the unit if you aren't careful.
