If the fix suggested by Vern does not work, likely the bearings in the steering box are worn. You can check the thrust bearing on the worm gear by removing the big plug in the front of the steering gear and then screwing the worm out far enough to check the bearing for play. The bearing is easy to replace and cheap. You can get one at a Case IH dealer, or probably NAPA or just a bearing supply house if you have the old bearing with you. You can't take the worm all the way out unless you remove the steering wheel. Rebuilding the rest of the steering box is a bigger job. There are some other bearings in there that can also be replaced. If you put in new bearings, it will likely tighten up the steering quite a bit. To know if you can use the parts from a C, you will have to have a parts book for both the A and the C. Then you can check the part numbers and if they are the same, they will fit. The steering play on the A is a very common problem. If you find one that does not have much play, it means some one has rebuilt the steering box, or the tractor has been used little.
