You need to take off the carb and investigate. If the 400 is like the MD, carb is not easy to get off. It's held on the manifold with 4 bolts. The front inside one is about impossible to get a wrench on. Once you get it out, I suggest replacing it with a socket head screw instead of the hex head that is in there. That way you can stick an allen wrench up in there to get it back in. The carb float in the MD is made of cork. My IH dealer told me he could not get the float or any parts for the carb. I just cleaned the crud out of mine and it works OK. Requires fiddling with the choke to get it to run right. Usually makes black smoke when first started. Since you say you adjusted per the IT manual, I assume you know that the manifold butterflys (that direct air through the carb in gas mode) are working and that the carb float is releasing for gas operation. The float is locked up in diesel mode to prevent gas flow.
