charging troubles with answers

the on/off button is a key, thats all. way back thought the battery was drainging from switch so we changed it. it sits at -1 or so when off. when the key is turned it goes to 10 neg or so and stays there when started. polarizing just throws the needle way over to 20 below than goes back to where it was at 10 below or so when i untouch the connectors. the battery is on pos. ground. polarizing is not working thats the main prob. what causes that?? gen and volt reg. are fresh, that is not the prob.
