You can turn the distributor shaft by grabbing the rotor and turning against the advance spring to get the points on top of a lobe.

It sounds like your Bendix is bad. It gets hung up in the flywheel ring gear and rocking the tractor frees it. Take the starter to your local starter shop and they can probably replace it for you. They may have to order it. I have done several, and have not had any luck buying the starter drive at an auto parts store.
