A few 1940 M problems

My uncle has a 1940 M and he doesn't have internet access, so I am helpin him out.. (I think I know more about this old thing thatn him anyways!) OK, here's the thing. Sometimes, usually when its working hard.. It gets stuck full throttle, then backfires a few times, and goes back to normal. And I don't know if it is the governer, the carb, or something else. What could it be? Could the governer spring be shot? THE WHOLE GOVERNER-HEAVEN FORBID! Where can I get a Governer Kit- if they make them. And I know the carb should be rebuilt in it... So how do I determine what kind of carb it is? Thanks guys.. If you could reply by tomorrow night... I would be greatful.
